Yes you are eligible because age should be between 17 to 25 and since you are born in 2004, you are 17 Years old and 18 will be completed in August (Correct me if I am wrong). So you still have 7 years left to apply. Just make sure you are physically fit for the examination as well. Also colour blindness is not permitted and it required normal eyesight or glasses of (+ or -)2.5.

So if you check all these criteria. You are eligible for the Merchant. I am not sure about the diploma in electronics and communication but you can go for any of these courses after 10th or 12th to join Merchant Navy:

      1. B.Sc in Nautical Science
      2. B.Sc in Marine Catering
      3. B.E/B.Tech in Marine Engineering
      4. B.E Naval Architecture and Offshore Engineering
      5. B.E / B.Tech in Mechanical Engineering
      6. B.E Harbour and Ocean Engineering
